The Council of Europe completed the draft convention in March this year.
The convention was subsequently adopted by the Committee of Ministers of the Council of Europe on May 17 and will be opened for signature in Vilnius (capital of Lithuania) on September 5.

Although the treaty is billed as “having the force of law,” critics point out that it has no sanctions such as fines.
