It is understood that the measure will be implemented from July 1, 2024 and will last until December 31., Shenzhen Traffic Management Bureau: to issue new regulations on electric bicycles
, the Shenzhen Traffic Police Department stated that the reason for the implementation of the New Deal is that on the one hand, the city’s electric bicycle traffic accidents remain high. In the past three years, the number of deaths in traffic accidents involving electric bicycles is relatively high, and it is one of the main victims of traffic accidents in our city. But on the other hand, combined with the green transportation development strategy, various jurisdictions are actively piloting the improvement of non-motorized lane facilities to ensure the right of way for electric bicycles. In the future, the non-motorized vehicle travel environment will gradually be improved., The restrictions to be taken by the are as follows: the restrictions on non-motor vehicles such as electric bicycles are divided into first-class restricted areas, second-class restricted areas and third-class restricted areas (see annex for details). Except for Yansan Road in Yantian District and Bisan Road in Pingshan District, all non-motorized vehicles such as electric bicycles are prohibited on other roads 24 hours a day. The roads in the secondary restricted area are prohibited from passing electric bicycles except for the people’s livelihood industry 24 hours a day. The roads in the three-level restricted area are prohibited from passing electric bicycles in the livelihood industry at different times., For industries that are closely related to people’s livelihood or provide public services within the scope of Shenzhen, preferential policies will be given to facilitate passage. The Circular designates first, second and third-level restricted areas, that is, all non-motor vehicles are restricted in the first-level restricted area, and the second-level restricted area is not restricted. People’s livelihood industry (blue brand) electric bicycles and other non-motor vehicles, the third-level restricted area restricts electric bicycles in the people’s livelihood industry (blue brand) during the morning and evening rush hours and at noon after school (the notice has specified the restricted time for each section). The sections designated as the first-level restricted area must be roads that are completely unconditioned or unpassable by electric bicycles and other non-motor vehicles, such as expressways, main expressways, elevated roads without independent non-motor vehicle lanes, tunnels, overpasses, etc., etc., After this round of adjustment, Shenzhen Traffic Police Department continues to retain the first-class and second-class traffic restriction zone management strategies. New expressways, Lvzi Avenue, Huancheng West Road and Sanyan Highway with poor traffic conditions (mainly mountain roads) and no dedicated non-motorized lanes are included in the first-class traffic restriction zone. In addition, Banlan Avenue (the section from Huanguan South Road to Banli Avenue) has been equipped with non-motorized lanes, the road has been removed from the Class I restricted zone., In order to ensure the safety of going to and from school on the road sections around the school, a three-level restricted area has been added. The restricted area is mainly set on the school road sections. The restricted area is the morning and evening peak hours and the noon school period (no restrictions are imposed on the road sections around the school during winter and summer vacations). The restricted area is mainly electric bicycles for the people’s livelihood industry. The road sections around the school, with poor road traffic conditions and no only entrance and no land, low demand, specifically, 8 roads such as Guangqing Road and Jinzhou Road., From July 1, 2024 to December 31, 2024, the ban on electric bicycles and non-motor vehicles is as follows: first and first-class restricted areas, (1) expressways and expressways (main roads) in the city., 1.
