According to the Hunan Province Development and Reform Commission and the Provincial Energy Bureau, recently,”Several Policies and Measures to Support the Development of the Hydrogen Energy Industry” was issued.
This is the first special policy in Hunan Province to support the development of hydrogen energy.
It will promote the development of the hydrogen energy industry in 5 aspects with 19 measures.
, According to the relevant person in charge of the Provincial Energy Bureau, the policy focuses on comprehensively optimizing the layout of the hydrogen energy industry, systematically clarifying the division of responsibilities of the eight major management departments for the first time in the country, focusing on building a hydrogen energy industry ecology, and promoting the sustainable and healthy development of the hydrogen energy industry in our province.

Specifically, in terms of system and mechanism, the management departments and management responsibilities of each link of the entire process of “production, storage, transportation, addition and use” of hydrogen energy are clarified, and hydrogen energy enterprises are implemented according to industry categories.
In terms of scientific and technological innovation, we will focus on major technological research in the hydrogen energy industry, the application of the “five products”(the first set, the first batch, the first edition, the first round, and the first set of products), the construction of innovation platforms, the construction of pilot test capabilities, and the strengthening of talent introduction.
Support is provided in accordance with regulations in other fields.
Among them, focusing on the scientific and technological innovation needs such as safe utilization of the development of the hydrogen energy industry, electrolysis of water to produce hydrogen, purification of by-product hydrogen, hydrogen fuel cells, and hydrogen-electric coupling, high-tech enterprises in the hydrogen energy industry will be subsidized based on their newly added R & D expenses compared with the previous year.
Subsidy will be given to 12% of the newly added R & D expenses deducted compared with the previous year, and subsidies will be given to other enterprises at 8% of their newly added R & D expenses compared with the previous year.
The maximum subsidy for a single enterprise will not exceed 10 million yuan.
In terms of application scenarios, in accordance with the top-level design of the hydrogen energy industry of “one port, two corridors and multiple districts”, Yueyang Hydrogen Energy Green Port, two hydrogen energy demonstration corridors of Beijing-Guangzhou and Shanghai-Kunming, and several hydrogen energy application demonstration areas will be built.
Plan and lay out a batch of regional comprehensive demonstration projects of “by-product hydrogen purification (electrolysis of water to produce hydrogen)-hydrogen storage and transportation-hydrogen refueling station-hydrogen energy power system”.
, In terms of infrastructure, we support the construction of infrastructure such as hydrogen energy production, storage and transportation, and filling, encourage newly deployed gas stations to simultaneously plan and build hydrogen refueling facilities, and give priority to the construction of hydrogen refueling stations on key highways, national highways, and important ports and terminals.
